About Dr. Hawkins

Dr. Luquanda Hawkins is a dynamic and visionary leader whose life and career are marked by resilience, purpose and an unwavering commitment to service. Raised in Compton, California, amidst the challenges of poverty, gang violence, and family dysfunction, she overcame adversity through her deep faith in God and a calling to serve others. Her journey from trauma to triumph is both personal and professional—one marked by the redemptive power of grace and the transformative impact of education.

With over 34 years of experience in education and more than 35 years in ministry, Dr. Hawkins has held a range of leadership roles, including Principal, Assistant Principal, Dean of Students, and District Culture Coach. She is currently the Principal of Betty Gibbel Regional Learning Center, where she has designed a trauma-informed, project-based learning environment that has led to improved attendance, graduation rates, and student engagement. A certified expert in MTSS, PBIS, equity leadership, AVID, and strategic school turnaround, she is also a published scholar, speaker, and founder of the student empowerment platform Let Them Speak.

Dr. Hawkins holds a Doctorate in Educational Leadership and is currently completing a Doctorate in Theology and Ministry. Her academic achievements include dual bachelor’s degrees in Mathematics and Education Technology and master’s degrees in both Educational Administration and Theology. She also holds a Clear Administrative Credential and a Single Subject Credential in Mathematics.

A licensed Evangelist Missionary and devoted member of the Church of God in Christ, Dr. Hawkins has served in nearly every area of ministry—from Youth Pastor and Praise & Worship Leader to Director of Women’s Ministries and Church Administrator. She is also the First Lady of Fresh Anointing COGIC, where she co-labors in spiritual and community leadership alongside her husband, Pastor Wilbert E. Hawkins Jr.

Her mission is clear: to live with intentionality, to lead with compassion, and to build systems—both educational and spiritual—that restore dignity, promote equity, and elevate every soul she encounters.
